UPSC Civil Services 2023 [IFS, IAS, IPS] Notification, Apply Online : UPSC Civil Services 2023 Notification and Indian Forest Service (IFoS) Notification will be released by Union Public Service Commission on 1st February 2023 for conducting Civil Services and IFoS Prelim examination.
UPSC IAS Apply Online process commences from 1st Mar 2023 and the last date of registration is 21 February 2023. UPSC Civil Services 2023 will be conducted for All India Services, Central Services.
- UPSC Civil Services will be held in 2 stages, Preliminary, Main Exam, and Interview.
- Civil Services Preliminary exam will be conducted on 28 May 2023 and the Main exam will be conducted from 15 September 2023 and the IFoS Main exam will be held from 26 November 2023 (10) days.
- A common Prelim exam will be conducted for both Civil Services and Indian Forest Service.

UPSC 2023 Civil Services Eligibility Criteria
Detailed UPSC Civil services 2023 exam eligibility criterion is given below as per the official notification. A candidate should fulfill the eligibility criterion to appear in the examination.
Nationality
- A candidate must be Citizen of India to be appointed as IAS, IPS or IFS (Indian Foreign Service).
- For other services, he/ she can be,
(a) Citizen of India
(b) The subject of Nepal/ Bhutan
(c) Tibetan refugee who came to India before 1st Jan 1962 to settle permanently
(d) PIO migrated to India to settle permanently from countries of Sri Lanka, Pakistan, Burma, East African countries of Kenya, Uganda, the United Republic of Tanzania, Malawi, Zambia, Zaire, Ethiopia, and Vietnam.
Subject to (b), (c), (d) on whose favor certificate of eligibility must have been issued by GOI.
UPSC Civil Services 2023 Age Limit
A candidate should be of a minimum of 21 years of age to apply for the UPSC Civil Services exam and should have not attained 32 years of age as of 1st August 2023. The upper age limit is relaxable as follows.
Upper Age Limit and Number Of Attempts
- A general category candidate can give 6 attempts up to the age of 32 years.
- An OBC category student can give 9 attempts up to the age of 35 years.
- An ST/SC category student can give an unlimited number of attempts up to the age of 37 years.
- A citizen of Jammu and Kashmir has the same criteria as that of the ST/SC candidate.
- Defense personnel who got disabled in war or operation or visit foreign countries or deadly area can give an unlimited attempt up to the age of 35 years.
- Ex-servicemen can give unlimited attempts until the age of 37 years.
- A physically handicapped and disabled person can give 9 attempts until the age of 42 years.
Note – ST/SC and OBC category candidates can get the benefit of cumulative age. For example- if a person is OBC and ex-serviceman, he gets an extension up to 12 years more to sit for the exam.
UPSC Civil Services 2023 Education Qualification
A candidate should have a degree from any university incorporated by State or Central legislation or institutions enacted by an act of Parliament or deemed university under sec 3 of UGC Act 1956 or should possess an equivalent qualification.
A final year students can also appear in the preliminary examination subject to producing result certificate before main examination failing which the candidate will not be allowed to appear in the main examination.
Restriction To Apply For UPSC 2023 Civil Services
A person appointed to serve as IAS, IFS on the result of the previous examination, and continue to be a member of services cannot apply for the examination.
Physical Standards

UPSC IFoS 2023 Eligibility Conditions
UPSC Indian Forest Service eligibility conditions such as Nationality, Educational Qualification, age limit, and Physical Standards are given below.
Nationality
- Applicant must be an Indian citizen (or)
- A Subject of Bhutan / Nepal (or)
- Tibetan refugees who came to India before Jan 01, 1962, with an intention to settle permanently (or)
- POI migrated to India to settle permanently from countries of Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Malawi, Zambia, Zaire, Ethiopia, and Vietnam.
Candidates other than Indian citizens are required to produce a certificate of eligibility issued by the GoI at the time of appointment.
UPSC IFS Age Limit 2023
As on 01 Aug 2023, a candidate should have completed 21 years of age but not have attained the age of 32 years. In other words, a candidate should be born between 02 Aug 1991 to 01 Aug 2002. However, the before-said upper age limit will be relaxable as follows for certain categories.

UPSC 2023 Civil Services & IFoS Application Form
UPSC Civil Services & Indian Forest Service 2023 Online Application form will be available on the website of UPSC from 1st Feb 2023. Interested candidates have to submit the online application before the last date of application i.e., 21 Feb 2023 till 6 PM.
A candidate must submit only one online application form if, under the unavoidable situation, multiple applications are submitted, the application with the highest Registration ID will be considered as valid and will be considered for issuing admit cards. The fee of one application form will not be adjusted to the other in case of multiple applications.

PART I Registration
- Click on the link ‘Click here for PART I registration’ available against notice number ‘-CSP, -IFS’
- Read all the important instructions to fill Online Application Form then click on the tab ‘Yes’
- Click on Part I registration
- Enter details like Name, Gender, DOB, Fathers Name, Mothers Name, Nationality, Marital Status, PH Category, Community, Minority Status, Fee Remission Claimed
- Select your Educational qualification and then the subject you have studied in the degree
- Select the examination you like to be considered
- Enter your address with the PIN code
- Enter your mobile number
- Enter and confirm your email ID
- Then click on the tab ‘Continue’
- Now, select option ‘Yes’ if you want to claim age relaxation otherwise select ‘No’
- Select any Photo ID
- Enter and confirm your Photo ID number
- Enter your percentage at the Graduation level
- Enter the number of attempts you have already made in the examination

- Now, your Part I registration is completed; you will receive the Registration ID on your registered mobile number and email

Part-II Registration
- Now, click on the tab ‘Click here for Part-II Registration’
- Enter your ‘Registration ID’ then select the date of birth
- Enter the captcha code as shown in the image
- Then click on the tab ‘Submit’
- Select any payment option (if you are eligible for payment of fee) then proceed further to make payment online; you can also pay offline by submitting at any SBI branch
- Select exam center for Prelim exam
- Upload Photo and signature then click on submit tab
- Read and accept the declaration
- Print the final submitted application form and keep it safe for future reference

UPSC CS Main Exam DAF I and Personality Test DAF II
- Candidates qualifying in the Civil Services Prelim exam are required to fill and submit the Detailed Application Form to attend the Main exam.
- Candidates qualifying in the Main exam are required to fill and submit DAF II before Personal Interview.
- Login using Roll number and details like Name, DOB, Mobile Number, Email Address to fill DAF I by generating a password
- Fill the DAF I form, upload documents (age, education, caste, Photo ID) and submit the fee
- During DAF II submission, candidates are required to give an order of Preference of services, and Zone and cadre preference.
UPSC Civil Services & IFoS 2023 Application Fee
A candidate must pay Rs. 100/- as application fee either online or offline before the last date for Civil Services and IFoS exam. A candidate belonging to SC/ST/PH along with Female candidates are exempted from payment of a fee. However, OBC candidates have to pay the payment in full.
Payment can be done using Credit/ debit card or Net banking if paying online. If paying offline, the candidate has to generate Payment Slip after Registration Part II and has to make payment at any SBI branch or any other branches prescribed in the notification before the due date.
- The last date for payment of the fee by cash is 20th Feb 2023
- The last date for payment of fee through debit/credit card or internet banking is 21st Feb 2023, till 18:00 hours
Note – Candidates shortlisted for the Main examination will be required to pay a further amount of Rs. 200/- towards fee during submission of DAF I.
UPSC Civil Services & IFoS 2023 Exam Dates
- UPSC Civil Services and IFoS Preliminary exam will be conducted offline on 21 May 2023.
- UPSC Civil Services Main exams will be conducted from 15 September 2023 for 5 days.
- UPSC IFoS Main exams will be conducted from 26.11.2023 for 10 days.
UPSC 2023 Civil Services Exam Pattern
UPSC Civil Services exam pattern includes a 2 stage examination.
- Preliminary exam
- Main examination and Interview or Personality Test.
Prelim Exam Pattern
- UPSC Civil Services Prelim exam will have 2 compulsory papers of Objective Type, Paper I – General Studies, Paper II – CSAT.
- Paper 1 will have 100 questions and Paper 2 will have 80 questions. Each paper will have 200 marks and the total marks will be 400.
- Questions will be set in English and Hindi except for the language test questions in Paper-II.
- The prelim exam is screening in nature, Prelim exam Paper I marks alone will be considered for selecting candidates for the Main exam subject to scoring minimum marks in Paper-II.
- To clear the preliminary exam you need to cross cut off marks in GS paper I of the preliminary exam and should secure minimum qualifying marks of 33% in Paper-II/ CSAT paper (Civil services Aptitude Test).
- There will be a negative marking of 1/3rd marks allotted for every wrong answer in both the papers of the preliminary examination.
Main Exam Pattern
- The main exam consists of 9 papers and all the papers will be descriptive type.
- Qualifying papers are two, Part A – English and Part B – Regional Indian language papers, each will be for 300 marks.
- Paper I – Paper V will be Essay, GS I, GS II, GS III, and GS IV conducted each for 250 marks.
- Paper VI and Paper VII will be 2-optional papers, each conducted for 200 marks.
- Score in Paper I to Paper VII will be considered for merit and based on combined scores in these papers subject to qualifying in Part A and Part B papers, candidates will be shortlisted for the Personality test.
Personality Test
UPSC Civil Services Personality test/ Interview will be conducted for 275 marks. candidates qualified in the Main exam will be called for an Interview. The marks scored by candidates in the Main exam and Personality Test/ Interview are taken into consideration for final merit.

- Total marks of the Main exam and Interview are 2025.
- Above mentioned preliminary examination pattern will be common for both Civil Services Examination and Indian Forest Services Examination.
- Candidates who apply for the IFoS exam will have to go through and qualify Civil Services Preliminary examination to be selected for the Indian Forest Service Main examination consist of a written examination and interview.
- Candidates equal to 12-13 times the total vacancies will be selected for the Main exam from the Prelim exam. Candidates equal to twice the total vacancies will be considered for Interview from the Main exam.
- It is expected that more than 5 lakh candidates will appear for the UPSC Civil Services Preliminary examination 2023 out of which nearly 712 candidates will be selected for Indian Civil Services.
UPSC Indian Forest Service Main Exam Pattern
Candidates who qualify the Preliminary (IFoS Preliminary Examination) will be called to appear for the Main examination. UPSC Indian Forest Service Main Examination will consist of a written examination and an interview test.
Main Exam Pattern
- The main exam will consist of 6 conventional papers of essay type.
- Paper, I will be General English, Paper-II will be General Knowledge, each conducted for 300 marks for 3 hours.
- Paper III, IV, V, VI will be from 2 optional subjected selected, each optional will have 2 papers. Each paper will be of 200 marks for 3 hours
- The total number of questions will be eight in each optional paper to be divided into 2 sections Part A, Part B. Total of 5 questions should be attempted, one question from each section is compulsory. The candidate should attempt 3 more questions from the remaining 6 questions subject to one more question from each section. 2 questions will be attempted from each part, one compulsory and one from remaining.
- Answer scripts of only those candidates who secure minimum qualifying marks in Paper-II (General knowledge) will be considered for evaluation.
- All the question papers will be set in English and Answers are to be written in English only.
Personality Test
Candidates who score minimum qualifying marks in the Main written examination will be called for an Interview of 300 marks. The final ranking of a candidate will depend on marks obtained by them in the main examination i.e. written examination and interview.

UPSC Civil Services Main Exam Syllabus
Mains exam and Interview decides final merit. The main exam consists of 1750 marks and the Interview consists of 275 marks. Mains include 9 papers, among which marks scored in 7 papers are counted for ranking. You need to score qualifying marks in rest two papers i.e. English and Regional language paper. The qualifying mark is decided by UPSC. Candidates of the northeastern state need to give only an English exam and no need to write an Indian language paper.
UPSC Civil Services Paper A
Candidates need to select only one Indian language that is mentioned in the 8th schedule of the constitution. Northeastern candidates are exempted from this paper.
UPSC Civil Services Paper B
This paper includes English only.

- Paper 2 GS I. Syllabus includes Indian heritage and culture, the world’s history, and geography.
- Paper 3 is GS II and syllabus are- constitution, economy, international relation, and polity, social justice

UPSC Civil Services & IFoS Admit Card 2023
UPSC will release Civil Services and IFoS Admit Card 2023 of applicants who have successfully submitted their online application by paying the required fee, otherwise exempted. Admit cards for both UPSC 2023 Civil Services & IFoS [Preliminary examination] will be available on the official website of UPSC before 3 weeks of commencement of the examination. Candidates of both Civil Services and IFoS can expect Prelim admit card in the 1st week of June 2023.

After conducting the examination successfully, UPSC will declare the Civil Services Preliminary exam result within 40 to 50 days from the date of the preliminary exam. Once results are announced, candidates can check their results through UPSC’s official website. Civil Services Main result of Civil Services will be released after 60-70 days of the Main examination.

DAF and Other Details
A person who has qualified in the preliminary examination should submit DAF I (Detailed Application Form) before the last date to appear in the Main examination and DAF II before Personality Test. A separate hall ticket is required to attend the Main examination and e-call letter to attend Personal Interview.
